Mountain Village loses subsidized housing, for now

By Kathrine Warren and Matthew Beaudin

Editor’s note: this is part of a series looking at the mold issues at the Telluride Apartments

Mold has rendered a Mountain Village affordable housing complex largely uninhabitable, forced at least 25 people from their homes and has caused allergy-like sicknesses among residents, according to reports.

Last week, the town of Mountain Village ordered 24 of Telluride Apartments’ 30 units vacated because of high mold spore counts causing allergy-like symptoms. The six units that are still livable must be vacated by the end of the summer.

“Everyone who lives there has had some kind of adverse reaction to the mold,” said Emo Overall, program director with One Telluride, a group working with immigrant residents who have been displaced. Typical reactions to mold include coughing, nasal stuffiness, eye irritation, rashes, wheezing and skin irritation. People with weaker immune systems are susceptible to more intense symptoms.

Overall and One Telluride are working with 25 immigrants, both documented and undocumented, to find more housing.  “We’re talking about 25 of the poorest people in the county, and that why this is heinous,” she said. “They’re pretty upset and they’re pretty scared.”

Telluride Apartments is located on Adams Ranch Road in Mountain Village and was built more than 20 years ago. Its proximity to a stream and architectural issues involving snowmelt have contributed to the mold growth. A leaky roof only exacerbated the problem last year, building officials said.

John Bosley, who is based of out Sheridan, Wyo., owns the property. His company, Bosley Property Management, manages the complex through a regional property manager based in Montrose. Calls to the complex’s listed number were unanswered on Friday. Members of the media were barred from a tour of the property with Mountain Village building officials on the same day.

Chad Root, a building official with Mountain Village, has been working with the property managers and Bosley to mitigate the mold problem since 2008, but it came to inspectors’ attention again after on-site managers called to report being fired for not bleaching the mold to hide it from building inspectors, he said.

“They wouldn’t do it because it was unethical,” Root said, adding that workers were also told to spray a paint primer over the mold to cover it up.

Tenants who once called the mold-infested complex home have been spending the last few weeks looking for new places to live, but some are finding it difficult.

Some have moved to the Village Courts Apartments — another subsidized housing complex in Mountain Village — but some who lived in the complex are undocumented and need a social security number to sign a lease at VCA.

Undocumented immigrants can either co-sign with someone who is documented to live at VCA or must turn to the private market to find housing in Telluride. Some families were forced to move as far away as Montrose, Overall said, where comparable housing, also managed by Bosley, is available.

Tony Hayward on Containment Cap – State of the Division – “Day 47 finds the government and BP continuing their risk management campaigns – At least Tony Hayward’s language reinforces this practice”

by PEU Report/State of the Division
June 06, 2010

BP President Tony Hayward said, according to MSNBC:

“The containment cap is producing around 10,000 barrels of oil a day to the surface which is being processed on the surface,” he said.

Asked what proportion that represented of the total oil leaking, Hayward said: “At the moment it’s difficult to say but we would expect it to be the majority, probably the vast majority of the oil.”

Note Hayward’s imprecise speech. How much did he round up to reach 10,000? Tony didn’t say how many barrels a day are collected in tanker holds.

The lower range of the spill is 10,000 to 19,000 barrels a day, while the upper bound is 60,000 – ?. Given these numbers, this is the range of BP’s collection efforts.

10,000 – 100%
19,000 – roughly 50%
60,000 – 17%
?

Recall when BP collected 5,000 barrels a day from the siphon, i.e. 100% of the official government/BP spill estimate? The government, BP’s partner in misinformation, is yet to issue an upper bound estimate.

How many leaks remain? The focus is the riser above the blowout preventer, but questions remain about the integrity of the wellhead. Oil expert Matt Simmons said fissures on the sea floor are spewing oil. Neither BP or the government spoke to Mr. Simmons assessment.

Until relief wells plug the leak from below, this is vacuuming job on water, a sopping job on land. President Obama is yet to answer the supertanker question, posed in his press conference.

Alabama’s Governor and Thad Allen agreed:

to a new plan that would significantly increase protection on the state’s coast with larger booms, beachfront barriers, skimmers and a new system to protect Perdido Bay near the Florida line.

It took 44 days for Dutch skimmers to be approved.

Day 47 finds the government and BP continuing their risk management campaigns. At least Tony Hayward’s language reinforces this practice.

ABC News – BP and Feds Withheld Videos Showing Massive Scope of Oil Spill

By BRIAN ROSS, MATTHEW MOSK, and AVNI PATEL
June 3, 2010

New videos show more clearly than ever how BP, with little resistance from the Coast Guard or other federal agencies, kept the public in the dark about just how bad things were beneath the surface of the Gulf of Mexico.

With an apparently complicit Coast Guard, BP held oil spill videos for weeks.

On May 1, 11 days after the Deepwater Horizon oil rig exploded, and nine days after oil began spilling into the Gulf, the Coast Guard had still only released a single image of oil leaking a mile beneath the surface — a fuzzy photograph of a broken pipe spewing oil.

But inside the unified command center, where BP and federal agencies were orchestrating the spill response, video monitors had already displayed hours of footage they did not make public. The images showed a far more dire situation unfolding underwater. The footage filmed by submarines showed three separate leaks, including one that was unleashing a torrent of oil into the Gulf.

BP officials said they made all the video available to federal officials.

“The video has been available to the unified command from the very beginning,” said Mark Proegler, a BP spokesman. “It’s always been here from the beginning. They had it.”

Coast Guard officials told ABC News that BP refused to allow them to release the more startling images, arguing they were proprietary. But at the time, the agency was doing little to convey to the world what the images were showing. Coast Guard Admiral Mary Landry was sticking with estimates, calculated by the National Oceanic and Atmospheric Administration, which put the spill’s size at about 5,000 barrels a day for several weeks. Coast Guard officials said they were focused on the response, and advised the public not to worry about just how much oil was pouring into the water.

“I would caution you not to get fixated on an estimate of how much is out there,” said Adm. Landry.

Two days later, as oil continued to spew, Secretary of Homeland Security Janet Napolitano said much the same thing.

“This fixation on the number of barrels is a little bit misleading,” said Napolitano.

BP officials said everyone inside the Unified Command center in Louisiana agreed that the 5,000 barrel figure was the best they could offer.

Excerpt

Lastly, I expressed my wish to exit my lease early back in December and January with several problem, but then just let it go because I couldn’t be bothered to move.

However, in march I received a note asking if i would like to stay at park lane and if i do they can offer me my place at x rate for another year. I was NEVER staying at this place for another year, I needed to hand in my 60 day notice by May 1st to let the office know i was vacating the apartment. I received another friendly reminder end of April to do this. I write a letter to the management office to notify them I will not be extending my lease and will be moving out June 24th and will vacate the apartment by the end of June as it says in my lease. Handed in the letter with my rent check at the concierge as per usual. Case closed done with Park Lane. Of course not. I received another letter on the 24th of May after returning from a family event stating I will not have to pay 1 month extra and can vacate until July 24th because I did not notify the office that I was planning on leaving. I thought this must be a mistake. I had asked them to terminate my lease early already back in January as well as submitted a letter May 1st. I went down to the office and sure enough “They did not receive my letter and there for have to charge me extra month”. I showed them a copy of the letter I had submitted, which I had a copy of. They called my a liar and said they find it hard to believe they received my rent checks and not my letter. They were not understanding nor did they make any attempt to fix or resolve this problem with me, yet were very rude, called my a liar and are charging me an extra month.

I have brought more business to Park Lane, why i dont know, but I did, always paid rent on time, had several problems and am now being called a liar and am being forced to stay 30 days longer, being forced to pay 30 days more because their concierge service is incapable of submitting a letter. If Park Lane really cared about their tenants and really didnt want to force me in to staying longer, pick up the damn phone and ask. “Hi its the management office, your lease is up in 60 days and we just wanted to remind you that you need to terminate by today”. “Oh no, I will be leaving June 24th, Thanks” Easy as that. They have bad numbers in the building and need to make money somehow, and this is how they do it.

Stay far away from Park Lane if you want to have a good experience.

Oh and also, there is no cell phone reception in the entire north side of the building.

So if you move to PL and have AT&T, make sure you have a landline.
