Toxic Mould and Construction Defects Harming Public Health

Building Forensics (buildingforensics.co.uk) has been inundated with requests to investigate sick or tight building syndrome since a recent appearance on ITVs ‘Buildings From Hell’. The programme highlighted the new and worrying – but previously unrecognised – building defects which can be identified from modern construction techniques and which create ideal conditions for toxic mould … with consequent serious health concerns.

The quest for reduced carbon emissions from buildings – and therefore a lower level of air changes – has in recent times created a general increase in ‘building tightness’: new and restored buildings fail to ‘breath’ properly, leading to a general moisture build-up which in turn results in the health concerns of mould and rot or decay. Typically, Building Forensics has found that the application of new building tightness conditioning such as BREEAM, LEED and part L of the Building Regulations, coupled to poor construction management, is increasingly causing such building defects and health issues.

Jeff Charlton of Building Forensics states: “Building Forensics has found increasing evidence that construction management is failing to control quality standards or, indeed, even to comply with manufacturers’ or architects’ design or installation requirements. Worse still, we’ve found that few surveyors or inspectors have the equipment or training to undertake non-intrusive investigation or to be able identify hidden defects such as missing insulation, thermal bridging and the presence of toxic chemicals.” He continues: “And Building Forensics is further finding that facility managers are increasingly mis-diagnosing design and build faults which cause condensation or pooling and mould. They wrongly attribute these symptoms to presumed leaks which insurers then wrongly pay to fix. And meanwhile the health problems continue to get worse.”

The combination of high cellulose materials and misuse of vapour barriers, thermal bridging from poor or missing insulation or failure to seal the building envelope properly can result in the growth of toxic mould such as Penicillium, Tricoderma and Stachybotrys.

While visible mould is a good indicator of the health risk, it should be recognised that the moisture required for mould growth, sometimes from leaks but usually from condensation, often occurs out of sight in voids or behind plasterboard cavity walls. The problems start with the building or renovation of buildings with no regard to the historic knowledge that buildings need to breath and remove moisture, especially in a cold wet climate.

And as was shown in US timber frame construction 10 years ago, identifying the problems generally requires more equipment than a standard two pin wood moisture meter and current inspection techniques.

Apartment residents say mold is making them sick – Sovereign Townhomes – Houston, TX

I really have a hard time believing mold is removed from the HVAC system and sheetrock. katy

HOUSTON—Residents at a southwest Houston apartment complex are alarmed about mold that appears to be growing inside their units.

“We’ve got mold coming out of our vents and it’s making us sick,” said Arthur Tillman, a resident at the Sovereign Townhomes in the 9800 block of United Drive.

Tillman pointed to what looked like mold on his bedroom carpet and part of the ceiling. He said his wife has had trouble breathing.

“Nobody should have to live like this,” he said.

One of Tillman’s neighbors has actually been hospitalized due to breathing problems that she also blames on mold.

“I have to use asthma pumps and it makes me feel awful,” said Kioche Allexander.

While Tillman and Allexander are not on Houston Housing Authority assistance, many people living in the complex are. Some of them were too afraid to share their names, but raised similar concerns about what they called a mold invasion. They also pointed out mold in their units.
 
According to managers at Sovereign Townhomes, mold is immediately removed whenever it’s identified, and residents’ complaints about mold are taken very seriously.

The Houston Housing Authority conducts about 29,000 inspections at apartment complexes each year. An HHA spokesperson said that roughly 44 percent of all inspections result in failure.   He added residents concerned about mold can always call and ask for help.

Those calls are then referred to the city health department, which has experts trained to identify and deal with mold.

Houston Councilwoman Jolanda Jones heads the Houston Housing Committee and said she believes HHA has not done enough to protect low-income tenants.

“To me, this is a human-rights issue,” she said. “That’s unacceptable because they get a lot of money from the federal government.”

The HHA has 12 inspectors who conduct, on average, about 12 inspections a day.

Hurricane Warning – FEMA – Haiti – Toxic FEMA Trailers

HURRICANE WARNING

The disaster in Haiti is serious business and tragic, but in chaos, we must find humor.  I have found FEMA. Media reports the FEMA decision maker have stirred from the underground bunkers to control the lives of disaster survivors. The chatter indicates that Hurricane FEMA has formed in the Caribbean is headed toward New Orleans and  the north Gulf Coast.

According to Orlando Sentinel News story FEMA memo sparked Haiti refugee rumors “The federal agency sent what’s called a “tasking order” to Florida EMA on Jan 14 instructing them to get ready to help house up to 10,000 Haitian refugees. FEMA Temporary housing plan allows HUD to provide foreclosed properties for Temporary Housing and rental assistance. FEMA believes in employee and crony opportunity as many used inside information to invested in local Real Estate and many recovery development remain unoccupied. Is FEMA planning  to bring Haiti survivors into areas that have not yet recovered from damagefrom from Katrina/Rita/Gustav/Ike and the unnatural disasters caused by USARMY Engineers and Hurricane FEMA.

South Louisiana locations would be prized locations because French is spoken and New Orleans has a deep French and Creole history. FEMA future plan will likely include the continue dumping the toxic trailers into private market. These units will likely eventually become low cost rentals and may become these survivors sole option after the government stops assistance and forgets these poor souls. Will the survivors be giving citizenship? Do you think ACORN will get grants to handle voter registration? This would make for interesting elections in David Duke Vitter’s backyard. The local cuisine may change over post Katrina increase in Mexican food availability.  I have enjoy Caribbean food and respect the culture as well as  any religious diversity. Hoodoo Voodoo (not NOLA US Arena Football team) has roots on coast and NOLA and is not just practiced at Saints games.  How will CDC handle health issues in this relocation effort. During the FEMA Formaldehyde trailer debacle, CDC did nothing until a whistle blower came forward. CDC claimed that it is not an real deaths exceed CDC acceptable level.  Should FEMA have to be accountable and disclose it plans or just stick it to local communities as they have in the pass. We were warned the effects of Hurricane FEMA will remain long after Katrina/Rita/Gustav/Ike are forgotten.  If the doomsday posters are correct 12/21/2012 in near.  I sure some of us may still have your Y2K survivor kit.  If this is true, I’m fortunate as my driver license expires in March 2012.  Gulf storms and disaster has brought many of our communities together.  We understand that nature does not grant privilege to anyone when disaster strikes.   Many of us have experienced what it is like have our homes destroyed and be shipped away from home only to discover that opportunities were few. If nothing else we can ask Government to use lessons we have learned. After Katrina FEMA lied, gassed and injured survivors by making them victims. When FEMA acts it disables locals and establishes  “profit over people  policies favors cronies. This experience has made us resistant to any future FEMA mandates; FEMA lack of accountability has developed into our lack of trust.  Trust is earned, FEMA must become accountable.

Tenants protest at City Hall ‘slum’ living conditions – building owner Leon Finney sits on Chicago Plan Commission

Latasha Edwards said she has trouble sleeping at night because of the mice running around her apartment at all hours. She has four children, one of whom has developed asthma since she moved into her apartment.

Edwards and other tenants joined housing rights activists at City Hall Thursday to protest building owner Leon Finney Jr.’s failure to fix problems in their building. He sits on the Chicago Plan Commission that convened Thursday. Protesters were ejected from the meeting after Edwards tried to speak to the commission.

Outside the meeting, Edwards described living with bed bugs, mold, mildew, faulty wires, insufficient heat, exposed radiator pipe and holes in the wall. Other tenants complained of missing carbon monoxide detectors and smoke detectors and broken, unstable stairs.

Elizabeth Rouse was living with mold on her walls; she went to the hospital after feeling chest pains and found out she had pneumonia.

The Kimbark Tenants Association members at the rally said they have been reporting violations to the building management, the Department of Housing and Urban Development and their alderman, and reached out to the community. The association covers a series of buildings around 62nd Street and Kimbark Avenue.

Rev. Andre Smith of New Spiritual Light Church , showed up for the action to address what he called a “life and death issue.” He said, “We are living in 2010; you don’t think stuff like this happens.”

The buildings of Woodlawn Redevelopment No. 2 are subsidized by HUD to keep the apartments affordable for low -income tenants. Tenants pay 30 percent of the market-rate rent, with HUD supplying the remaining amount.

HUD representatives would not comment on the buildings in question, but said their policy is that buildings have safe and sanitary living conditions.

The Woodlawn Community Development Corporation owns the building and is connected to The Woodlawn Organization that Finney chairs. TWO works around housing and development issues in the Woodlawn neighborhood, and works with its Hyde Park neighbor, the University of Chicago. Tenants and activists at the rally said they suspect he is letting the conditions in the apartments deteriorate because he is trying to sell off the buildings.

Finney and the Woodlawn Community Development Corporation did not return calls.

Riverstone Residential – Park Plaza – Portland State students sue over bedbugs – Video

PORTLAND, Ore. — Portland State senior Jeff Rudnicky is in a bad situation. He has no place to call home and no money in his wallet.

“It’s a difficult situation to say the least, ” said Rudnicky.

Last Halloween, he and his girlfriend moved into the Park Plaza right off campus. At first, he thought it was perfect. But his girlfriend soon found out it wasn’t.

“The next morning she woke up covered in red, nasty hives.  So her doctor said go to the emergency room, ” said Rudnicky.

Turns out, she was allergic to bed bugs. It was so bad her doctors said she almost went into shock.

Jeff demanded their deposit back and even sought legal advice.

They say they didn’t get their deposit back and the company that owns Park Plaza locked them out of their apartment.

“They had to vacate their apartment and basically sleep on relatives’ couches, ” said Lissa Kaufman, PSU’s Student Legal Coordinator.

She represents several students just like Jeff, who claim the company that owns the apartment building  was negligent.

Brenden Madden is moving out at the end of the month, because he too is sick of the bed bugs.

“It’s kind of a pain, it interrupts your life.  It’s a mess,” said Madden.

We called Riverstone Residential Group, the company that owns Park Plaza and its Dallas marketing office and local attorney several times, but no one got back to us.

As for Jeff, he hasn’t gotten his deposit back and has to rely on family.

“We can’t afford a place to live.”
